Description Of Change
The FCC has mandated the implementation of Wireless/Wireline Portability (WWP) by November 24, 2002. Qwest has successfully implemented Local Number Portability (LNP) within the fourteen state Local Network region for portability with other wireline service providers. This CR seeks to implement the system and network capabilities to expand portability to Wireless Service Providers (WSPs). Qwest systems must be conditioned to accept porting requests from WSPs as well as, adding the capability to port in numbers from WSP's and provision them in our network. Qwest must be capable of porting a telephone number to a Wireless Service Provider and be able to accept a Wireless telephone number into our network and systems. This mandate is a segment of the original LNP FCC Order 95-116.

The FCC states the requiring CMRS to provide number portability is in the public interest because it will promote competition among cellular, broadband PCS, and covered SMR carriers, as well as among CMRS and wireline providers. This mandate applies when switching among wireline service providers and broadband CMRS providers, as well as among broadband CMRS providers, even if the broadband CMRS and wireline service providers or the two broadband CMRS providers are affiliated. The FCC bases this conclusion on its view that cellular, broadband PCS, and covered SMR providers will compete directly with one another, and potentially will compete in the future wireline carriers (Para. 155)

September 18, 2003 Systems CMP Meeting Discussion: Stephanie Prull/McLeod stated that SCR052902-03RG was implemented in 13.0 and has been closed. Stephanie stated that when this was implemented, the NPI indicator was not made available for GUI. Connie Winston/Qwest stated that a ticket needs to be opened and noted that Qwest has just started to look into this. Stephanie Prull/McLeod stated that this has been on the question log for several months and that she was advised to submit a CR, not a trouble ticket. Connie Winston/Qwest stated that she would research this and asked Stephanie (Prull) to open a trouble ticket.

August 21, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this is in and working fine so is okay to close this CR. She asked if anyone disagreed with this closing. There were no comments or questions. This CR is in Completed status.

July 17, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that this CR would deploy in Release 13.0, on August 4, 2003.

March 20, 2003 Systems CMP Meeting Discussion on IMA 13.0 Packaging: Connie Winston/Qwest stated that we don’t have packaging options and went right down the list. We did deploy #3 (SCR062802-09) based on the Exception Request and we used approximately 42,000 hours. I know that everyone is very familiar with these CRs. Liz Balvin/WorldCom asked if Qwest found any synergies with other CRs. Connie Winston/Qwest said that if we find synergies we tell you upfront. We did not find any during this time. Beth Foster/Qwest noted that the SATE packaging is also listed on the CMP web site under the walk on section.

December 19, 2002 Systems CMP Meeting Discussion: Kit Thomte/Qwest reviewed the prioritization process as defined in the CMP document. She noted that December 30th, 2002 is the due date for submitted votes. Judy Schultz/Qwest noted that the due date would be included in the instructions in the notification that goes out with the ballot. Kit Thomte/Qwest reviewed the sample prioritization form. This is a Regulatory CR and will be above the line for 13.0.

August Systems CMP Meeting Discussion: Jeff Thompson/Qwest - Qwest will treat the date to be November 2003. This was voted low in the 12.0 vote, so will be Above the Line in the 13.0 Release. There were no questions or comments.

July 18, 2002 CMP Meeting Discussion: Jeff Thompson (Qwest) stated that there is an order to postpone this regulatory wireless item until November 2003. Becky Quintana (Colorado PUC) stated that details are not yet clear, the order has not yet been released. This CR will be included in the vote for IMA 12.0

June 20, 2002 CMP Meeting Discussion: Connie Winston (Qwest) reviewed this CR. She indicated that the date is currently November for the implementation of the regulation but that this is not cast in concrete. She described the manual process and the mechanization process. She explained that there will be field in IMA 12.0 for the appropriate indicator. Terry Wicks (Allegiance) asked if this works both ways. Wireless to Wireline and Wireline to Wireless? Connie Winston (Qwest) indicated that it did. Terry Wicks (Allegiance) requested clarification on what Qwest was going to have to change in the Qwest switches. Jeff Thompson (Qwest) explained that this is still not a nationwide number portability. Jeff reviewed what the changes would be for Qwest. He stated that the real significant change is that wireless numbers will start to appear in the database. For most of the CLECs, there will not be a technology change, just a process change. Bob Carias (NightFire) wanted to know if the technical specifications would be available in November. Connie Winston (Qwest) noted that the mandated date is November, and a manual process will take effect until mechanization. The documentation will be included with the 12.0 walk through information. Jeff Thompson (Qwest) indicated that the Regulatory CRs assume mechanization by the required date, or Qwest puts forth a plan for manual work around until it is mechanized. He further stated that Qwest believes the CR and response meets the requirements outlined by re-design. Michael Buck (Qwest) noted that Qwest sent the notice and no comments were received. He asked if this could go forward as a regulatory CR for IMA Release 12.0. There was no dissent.

Qwest has reviewed the information submitted as part of Change Request SCR052902-03RG. This request was submitted as a Regulatory CR under the Change Management Process (CMP).

On May 31, 2002 Qwest sent a notice (I.CMPR.05.31.02.F.01274.LocalNumberPort) to the CMP Community requesting comment on the disposition of this Change Request as a Regulatory Change Request. As Qwest did not receive any responses to this notice, this Change Request has been classified SCR052902-03RG as a Regulatory Change Request.

BACKGROUND

At this time, volumes of wireline to wireless portability cannot be predicted. There are 30 or more wireless Providers currently within Qwest regions. If an end user decides to disconnect their wireline TN and just keep a wireless service, they could be eligible to have that wireline TN become their wireless TN.

ANALYSIS (MANUAL)

A manual process is currently supportable for Number Port requests. Qwest currently processes an average of 25 orders per day. If there is an increase in volume of an additional 50 orders per day, a manual process becomes unsupportable. Qwest does not bill any charges for Port Out activity, so mechanization is a good way to keep processing charges low. A mechanized solution will ensure accurate and efficient processing.

The majority of port requests are processed electronically through flow-through. To ensure that these new order requests can flow through, electronic deployment would be needed. Until mechanization is in place, Provider’s can submit the initial request electronically and drop the order to manual handling, by indicating a "Y" in the Manual ID field.

ANALYSIS (MECHANIZED)

A mechanized solution will allow the Provider to submit a request electronically by populating the existing NPDI field if porting from wireline to wireless. The system will create the flow through port order, add the necessary 911 USOC, and distribute the information automatically to the E-911 database. No manual intervention will be needed.

Based upon the scope of this Change Request as currently understood this Change Request is technically feasible. Qwest is able to provide an estimated Level of Effort (LOE) of4650 to 7750 hours for this IMA Change Request. The Mechanization is targeted for April, 2003 as part of the IMA 12.0 release.

ANALYSIS (ADDITIONAL INFORMATION)

Qwest Retail does not process Port Out requests, so there are no parity issues with wireline/wireless portability.

The manual process is to be used from Wireless/Wireline Portability deployment (currently scheduled for November 2002) until mechanization is completed.

At the next Monthly Systems CMP Meeting, the disposition of this CR as a Regulatory Change Request will be confirmed.
