Description Of Change
Currently the fatal rejects and the ISC rejects share the same RT value of Z. This makes it difficult to code internal messages to users letting them know what type of reject they have received. You currently have to look at the message codes to determine which type of reject you have.

Eschelon is requesting that Qwest implement a new RT value for the ISC Reject. This will allow coding to take place based on the RT value as with all the other types of responses. This will cause less confusion for the users and help eliminate unnecessary calls to both the Wholesale Helpdesk and the Interconnect Helpdesk.

Eschelon expects that Qwest will develop an individual RT value for the ISC Reject and retain the Z RT value for BPL (Fatal) Rejects.

5/18/05 Sytems CMP Meeting

Jill Martain - Qwest said that we had an additional meeting with Eschelon regarding the BPL and ISC reject codes. Jill said that the LOE for the ISC reject code is 300 to 600 hours and the LOE for the BPL reject code is 350 to 700 hours. Jill said that Qwest would like to move forward with the BPL option based on benefits. Steph Prull - Eschelon said that they were ok to move forward with the BPL option. Jill Martain - Qwest stated that we will make note to move forward with the BPL option and that this action item will be closed.

Hi Lynn,

From the Eschelon perspective I would prefer to have the BPLs changed. However I think there were other CLECs that had concerns with this. Could we have Qwest provide both LOEs? That may help garner support for changing the BPLs instead.

During our evaluation of SCR030405-01 (Change to Reject RT Codes) a question has come up. In the clarification call, you stated that Eschelon would prefer to have the RT value for the ISC reject changed. If we were to have the RT value of the BPL reject changed instead, would that work? It is my understanding that the LOE to change the RT value for the ISC reject will be much greater than the LOE to change the RT value for the BPL reject.

Discussion:

Bifhan Agrawal - AT&T asked if these were BPL vs. manually assigned rejects. Steph Prull - Eschelon said yes and that the upfront reject tells you right up front that it will be rejected. Carol McKenzie - Qwest said that the error list tells you that the BPL rejects have a WO999 value. Steph Prull - Eschelon said that this applies more to the ISC reject and that with the BPL they know that the value is WO999. She also stated that their vendor can't breakdown the values. She said that also have a problem with 3 vs 14 characters and that they can't pass back the code. Carol Mckenzie - Qwest asked if their vendor could make a change. Steph Prull - Eschelon said that their vendor has done everything they can. Bifhan Agrawal - AT&T asked if Eschelon was asking for different values for the fatal and ISC rejects only. Steph Prull - Eschelon said yes and that all other responses have their own value. Carol McKenzie - Qwest asked if Eschelon had a preference as to which would carry the Z value. Steph Prull - Eschelon said that it would be easier for the BPL to come back as a Z Dianne Friend - Time Warner Telecom agreed.

Interface and Products Impacted The interface is IMA Common and the Products impacted would be those that have the LR form.

Establish Action Plan Lynn Stecklein - Qwest stated that this CR will be presented by Eschelon in the April CMP Systems Meeting

Qwest has reviewed the information submitted as part of Change Request (SCR030405-01). Based upon the scope of this CR as agreed to in the Clarification Meeting (held March 10, 2005) Qwest is able to provide an estimated Level of Effort (LOE) of 350 to 700 hours for this IMA Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 19.0 prioritization vote.

Qwest has reviewed the information submitted as part of Change Request SCR030405-01. Based upon research that has been conducted following the Clarification Meeting (held March 10, 2005), Qwest is still evaluating the change request. Qwest will provide an updated response at the June Systems CMP Meeting.

At the June Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Qwest is interested in the experiences of the CMP community as relates to this issue. Qwest will incorporate any feedback received at the next Monthly Systems CMP Meeting into further evaluation of this Change Request.
